NEW ORLEANS (WVUE) - New Orleans Police Superintendent Anne Kirkpatrick testified at the State Capitol on Wednesday (May 1), supporting a proposal that would require people carrying a gun in the French Quarter and other busy entertainment districts to have a permit.
