On March 2, 2023, in Southeast Baltimore’s Highlandtown community, a 911 dispatch receives a panic alert from WesBanco Bank.
Dispatch: “Silent alarm. 531 south Conkling. WesBanco. Panic alarm. Teller hold-up alarm.”
Inside, a teller had pressed the silent alarm after investigators say a man passed her a note reading,
“You have 10 seconds to hand 10K to me or people will die. Don’t make noise!”
“The teller understands they are in fear of their life and so they put some cash into a bag,” said Al Maresca, Deputy Marshal with the US Marshals Service.
The suspect takes off with more than $2,000 in cash, investigators say.
Dispatch: “Number 1 male. Slim build. Black hoodie with a white hoodie underneath. Westbound on Fleet.”
Police: “He didn’t display anything but he kept his hands in his pockets and he passed a note saying he was going to start hurting people or killing people.”
At the scene, the teller tells police the suspect’s face was covered, but described a unique, circular tattoo on his right hand.
Officers also paid close attention to the demand note.
On the back of it, investigators say, an officer sees an address.
“That's one of the clues that led law enforcement to positively identify the subject in this case,” said Maresca.
April 14, 2023.
Six weeks after the bank robbery investigators say a masked man walked into a nearby PNC Bank. His motive, they believe, was to rob it.
But, something spooked the suspect and he fled.
An officer responds and while canvassing the area spots a man who they say matches the suspect’s description.
“The subject immediately took off on a scooter. Eventually, it led to a foot chase and law enforcement was able to corner him down,” said Maresca.
The man is identified as Keiliehl Hayes, 24, of Baltimore.
Investigators say the officer notices Hayes has a circular tattoo on his right hand, then realizes his listed address is the same address police found on the back of the demand note left at the WesBanco Bank.
“The address left on the note at the scene was also the address that came back on this specific individual,” said Maresca.
Hayes is taken into custody.
While on the way to the police station investigators say Hayes began to complain of chest pains.
He’s placed into an ambulance and taken to a local hospital.
But, investigators say, as medics open the bay doors Hayes escapes.
“The individual broke free, escaped the ambulance and fled the scene on foot,” said Maresca.
Hayes is now a fugitive wanted for multiple crimes and in more than one jurisdiction.
Court records show at the time of the bank robbery Hayes had two open warrants for his arrest out of Harford County.
The US Marshals Service has now joined the search for him.
“He has a history of escape and violent tendencies,” said Maresca. “It is crucial to get him off the streets.”
Hayes stands at about 5’11” and weighs approximately 165 pounds.
Investigators say Hayes is known to frequent Baltimore City and Harford County.
Specifically, Bel-Air and Edgewood.
