BDN has posted a video of a shirtless man standing in front of a car, lights on, facing away from 2 uniformed police officers. the shirtless man had his hands behind his head and was bringing them down behind his back following police commands when he was tazed. The Dexter police report omitted that interaction, the video is still online, see for yourself. I think the AG will wait several years before finding the shooting justified.
