Police: Jail detainee put knife to kitchen worker in attempt to escape
SAFETY. IT WAS AN INMATE IN THE FACILITY, SO HE WAS DETAINED INSIDE THE FACILITY. AND IT’S WHERE 35 YEAR OLD RICHARD DANIEL PRICE OF BALTIMORE’S BROOKLYN COMMUNITY REMAINS INSIDE THE ANNE ARUNDEL COUNTY DETENTION CENTER ON JENNIFER ROAD IN ANNAPOLIS, FOLLOWING A FRIGHTENING ASSAULT AND ATTEMPTED ESCAPE. TWO WOMEN WHO ENCOUNTERED PRICE DID NOT WANT TO SPEAK ON CAMERA AT THIS TIME, BUT TELL THE I-TEAM THE INCIDENT TERRIFIED AND TRAUMATIZED THEM AND ROANOKE COUNTY POLICE ARE INVESTIGATING. WHEN THE OFFICER ARRIVED, HE LEARNED THAT SOMEONE WHO WAS DETAINED INSIDE THAT FACILITY WAS ABLE TO GAIN ACCESS TO AN OFFICE. AND INSIDE THAT OFFICE GAINED ACCESS TO A CABINET AND WAS ABLE TO MANIPULATE THAT CABINET THAT CONTAINED KITCHEN UTENSILS. APPARENTLY FOR A WHILE, PRICE WAS ABLE TO MOVE FREELY INSIDE PART OF THE FACILITY, GETTING TO THE KITCHEN AND GRABBING A FEMALE CONTRACTUAL STAFF EMPLOYEE. A COURT CHARGING DOCUMENT OBTAINED BY THE I-TEAM INDICATES PRICE GRABBED HER, STOOD BEHIND HER, CHOKED HER AND PUT A LARGE KITCHEN KNIFE TO HER THROAT. PRICE REPEATEDLY TOLD HER TO SHOW ME THE WAY OUT IN ORDER TO ATTEMPT TO ESCAPE. IT WAS A 15 INCH KITCHEN KNIFE THAT HE GOT AFTER PRYING OPEN A LOCKED CABINET. HIS MOVEMENTS AND WHAT OCCURRED ALL CAPTURED ON SECURITY CAMERA VIDEO. THE CHARGING DOCUMENT STATES SURVEILLANCE SHOWS PRICE PUSHING A BUTTON TO GET DETENTION CENTER CONTROL TO OPEN A DOOR TO THE OUTDOOR DELIVERY AREA. PRICE IS SEEN ENTERING THE KITCHEN AREA AND ENTERING AN UNLOCKED OFFICE WHERE THE ANNE ARUNDEL COUNTY DETENTION CENTER KITCHEN CUTLERY IS STORED IN A LOCKED AND SECURED CABINET. POLICE SAY AS HE GRABBED THE VICTIM, A COWORKER RAN FOR HELP. A DETENTION CENTER OFFICER RAN IN AND TOOK THE KNIFE FROM PRICE AND ARRESTED HIM. IT ALL HAPPENED IN LESS THAN A MINUTE. THE I-TEAM CONTACTED THE FACILITY AND TRIED TO REACH SUPERINTENDENT CHRISTOPHER KLINE, BUT WAS UNABLE TO GET A RESPONSE. ANNE ARUNDEL COUNTY EXECUTIVE STUART PITTMAN RELEASED THIS STATEMENT. WE ARE FULLY REVIEWING THE INCIDENT. I LOOK FORWARD TO WORKING WITH SUPERINTENDENT KLINE ON ADDRESSING ANY ISSUES THAT MAY HAVE CAUSED THIS UNFORTUNATE INCIDENT TO OCCUR. I APPLAUD THE QUICK THINKING OF OUR CORRECTIONAL OFFICERS AND CIVILIAN STAFF WHO BROUGHT THE INCIDENT TO A CLOSE QUICKLY. A SCARY AND STRANGE SITUATION FOR THE TWO WORKERS STILL UNDER INVESTIGATION. I HAVE BEEN IN OFFICER WITH THE COUNTY POLICE DEPARTMENT FOR 22 YEARS, AND THIS IS THE FIRST IN MY RECOLLECTION OF HEARING SOMETHING OF THIS NATURE OCCURRING. A jail detainee charged in an assault did not get far, but police said he put a kitchen knife to the throat of a worker in his attempt to escape.While the victims were not hurt, both told the 11 News I-Team that it was extremely scary and they are now more concerned about their safety.Richard Daniel Price, 35, of Brooklyn, remains held at the Jennifer Road Detention Center in Annapolis after a frightening assault and attempted escape. Two women who encountered Price told the I-Team that the incident terrified and traumatized them."When the officer arrived, he learned that someone who was detained inside that facility was able to gain access to an office, and inside that office, gained access to a cabinet and was able to manipulate that cabinet that contained kitchen utensils," Anne Arundel County police Cpl.
