HILLSBORO, Ore. —
The man accused of hitting and killing a person in Aloha while under the influence, has never had a driver's license, according to court documents.

Emanuel Starr was back in court for a hearing today.
The crash happened on March 17 around 3:45 a.m. on TV Highway near 178th in Aloha.
Police say 32-year-old Starr hit a person crossing the road and then crashed into a power pole.
Starr is charged with manslaughter, DUII, and reckless driving.
