    Authorities: Missing 2-year-old Alliance girl, who left state with father, found safe

    ALLIANCE ‒ Anise Brewer has been found and she is safe.

    The 2-year-old Alliance girl who was reported as kidnapped by her biological, non-custodial father was found safe — and Rondell Caprezz Brewer, 40, was arrested — in Nebraska, according to the Alliance Police Department.

    The latest information provided by Alliance police said FBI agents and the Omaha Police Department arrested Rondell Brewer around 3 p.m. Wednesday — roughly 12 hours after the investigation started — on a kidnapping warrant.

    According to police, "Rondell was taken into custody without incident, and Anise was found safe. Arrangements are currently being made for Anise's safe return to her mother in Alliance. Rondell will be held in Nebraska until an extradition hearing."

    Rondell Brewer is expected to return to Alliance to face charges.

    It all started around 3 a.m. Wednesday, Alliance Police Capt. Donald Wensel said, after officers responded to the mother's home in the 2100 block of Tanglewood Avenue. There, the child's mom told police Rondell Brewer kidnapped their daughter.

    Wensel said Rondell Brewer, who lives in Arizona, was in town to see his daughter. He had been staying at the mother's house.

    At an unknown time, "prior to the mother's return to the residence," the release said, Rondell Brewer left with his daughter and was tracked down in Nebraska. "We're still trying to lock down a timeline," Wensel said earlier Wednesday.

    Wensel said several police agencies, including two FBI offices, were involved in the multi-state investigation.

    A local alert was issued by police, around 4:48 a.m., but no official Amber Alert was issued.

    Police sought an Amber Alert, but didn't get it. Here's the reason: The case failed to meet three criteria necessary to issue the statewide alert, said Lt. Ray Santiago, a spokesman for the Ohio Highway State Patrol, which monitors the state Amber Alert requests.

    Santiago explained Rondell Brewer had no legal restrictions limiting time with his daughter, there were no reports of the child being in danger, and father and daughter were already out of the state at the time of request. The criteria are in place to "maintain system integrity," Santiago said.

    "But we understand the urgency and concerns of such a situation and we're very committed to working with all agencies for the safety all children," Santiago said.
