When the Civil War ended, many Southern states didn't acknowledge that their slaves were now free. They waited until Federal troops came. Juneteenth recognizes the day when the last Southern State was forced to obey the law. It was called Juneteenth because the exact days varied by State. There was no Social media to immediately notify everyone back then.
