An Albany man faces charges of reckless endangerment and unlawful imprisonment, accused of driving on I-787 as well as on city streets Friday, with a woman outside the vehicle, on the hood.
On Friday afternoon, state police received a report of a vehicle operating on I-787 in Colonie, with a female outside the vehicle on the hood. Troopers patrolled the area and were unable to locate the vehicle. A few minutes later, Albany police responded to reports of a man driving a blue colored Chevrolet Cavalier with a woman on the hood of the car. Shortly after the call, the vehicle was located by officers parked unattended in the area of First and Judson Streets.
The driver, Bishop Fraser, 20, was located nearby. It was determined he had operated the vehicle at high speed while a 19-year-old woman was on the hood, and was initially charged with one count of Reckless Endangerment 2nd.
The victim was located and determined to be unharmed.
On Saturday, state police based in Latham arrested Bishop, charging him additionally with three counts of Reckless Endangerment in the First Degree and three counts of Unlawful Imprisonment in the First Degree.
Fraser was arraigned at multiple courts on June 3, 2023, and remanded to the Albany County Correctional Facility in lieu of $20,000 cash, a $30,000 bond, or a $40,000 partially secured bond.
