Once the temperature of the soil where the cicadas live at about 8" deep warms to a steady 64 degrees Fahrenheit, they'll start sounding off. On a recent tour of a public charter school in Buncombe County, I listened as the school representative explained the importance of outdoor play for all children as we walked by the playground.
